Moved the tat_requirements directory to Requirements and added a
Specifications directory for formal specifications of the system.  Moved
the plan out of the requirements, as it seems to define the plan
forward rather than the requirements fo the system.

Reworked and added comments, questions, and suggestions to the plan.md document.  Added comments to the requirements.md document.
